I unpaired and paired, tried a series of reboots in different orders (watch, iPhone, Mac), signed out of iCloud, signed out of Apple ID, toggled Bluetooth and wifi on all devices. I have a brand new Mac running Mojave 10.14.1 and a new iPhone XR running 12.1 and a brand new Apple Watch series 4, all up to date.
