Apple Printer Setup Utility Driver

The Printer Setup Utility was an application in Mac OS X that served to allow the user to configure printers physically connected to the computer, or connected via a network. Cleanmymac x 4 4 64. The Utility provided more specific tools than the more user friendly printers pane in System Preferences.

In Mac OS X 10.5 (Leopard), the Printer Setup Utility was removed and its features placed in the Print & Fax System Preferences pane. Viewing individual printers' queues was moved to a Printer Proxy application.

Apple Printer Setup Utility Download

Hey, I'm new here and after a quick search I saw some related posts, but thought I had better describe my exact problem here. Hope some kind soul(s) have some advice. Here goes, without getting too long-winded:
I'm on a G3 iMac running OS X 10.3.9, with an Epson Stylus Photo 780 attached. In the past I have occasionally had print jobs stall, but found a weird little fix.. open my Mail program and print a message, and this would kick-start the stalled jobs and get it running again. But last weekend, not long after doing some software updates, such as the latest Epson printer stuff (don't know if that's relevant), I found nothing would print. I need to delete several stalled jobs so I can print again, but I have no Print Status Monitor where I can see and delete jobs, nor a Printer Set Up Utility in Preferences (the button won't respond).
I've gathered from some research that I lost or never got this when I installed OS X, and that I may need to uninstall and then re-install the OS. Would this be the best or only way, or are there easier, less drastic options I can try? I have backed up about everything of importance to me, but will I lose EVERYTHING when I uninstall the OS? Will I have to reinstall all apps and reset settings and everything?
